Lobby Renovation Restores Dignity and Light, Philadelphia Inquirer




We later completed a significant renovation of the Third Circuit Court of Appeals Library, inserting the Staff Attorney’s office into the space.

The second phase, a comprehensive Strategic Plan, identifies short-term and long-term planning needs for the court and federal agencies—making recommendations on space consolidation, workplace culture, infrastructure, move-chain strategies, and phased construction projects.


The initial phase, a First Impressions lobby renovation, shapes a new sequence of spaces for entry and orientation that create transparency and improve security to the courthouse.

The Byrne Courthouse and Green Federal Building is a prominent mid-century modern federal complex located on Independence Mall in Philadelphia—comprised of 1.7 million square feet and housing over 70 federal judges, court administration, and 15 federal agencies. MGA Partners has led 10 comprehensive studies and renovation projects that have collectively guided the building’s transformation to account for changing judicial and workplace use, improved security, sustainability, and technology needed to support the evolving demands of Government services.
